States should share the burden in order to provide equality betvveen states and an effective protection. Furthermore, refugees vvho do not have citizenships of their hoşt states should be able to apply an international human rights court. A proposal for establishing a World Court of Human Rights vvhich can have a deterrence impact on states' practices isuated in this study.
